One of the allied units for the Genestealer Cult. The cult possesses many allies, from downtrodden mutants to criminals and everything in between. This terrorist unit is meant to represent the basic uninfected secessionists, violent political and religious ideologists, anarchists and other such groups that the Cult allies with during an uprising against the local government.

Will Adeptus Arbites be represented in one of the races (like early units of IG)? Would be good to use them against this terrorists.

They will definitely be present for certain factions such as the Witch Hunters (Ordo Hereticus) if I recall correctly. We are even contemplating infected Arbitrators for the Cult itself. In the future we may implement a full Adeptus Arbites faction.

Maybe removing his balaclava and putting some scars and tatoos to his face ,along with a bionic limb,would make him fit more to the warhammer 40k universe.
The troops encompassed by this unit are meant to be simple local dissident (uninfected) civilians who have picked (auto)guns for some sort of cause other than the Genestealer Cult, often with little to no previous combat experience. Their organization will at least for years - if not decades or even centuries - before an uprising require to be able to slip in and out of civilian populations in order to conduct a brutal guerilla war and insurgency campaign against the local Imperial forces. This will mean using balaclavas and light equipment, etcetera. It also helps to distinguish them from Genestealer Cult units, and we are planning to include units with traits you have mentioned (no balaclavas, scars, tattoos, et al) for the Cult such as gang members and mercenaries.
As for bionics, well, we may implement such for more elite Cult units such as mercenary leaders, but bionics would not find their way into the hands (or legs for that matter) of the normal Imperial civilian or grunt for a local organization. Besides, that would be way too distinctive for someone whose role practically revolves around hit and run attacks using disguises.
