Each time I click on the file it makes me choose a program to open it with, but it doesn't start downloading.

Clash of Kings start is broken as The North doesn't start at war with The West and The Throne
I am able to start the game and get to the main menu, but when I am to choose a character to play as, there is none. If someone knows a way to fix this then please tell me.
