He just implemented the css things into EP2.. it got Motion blur ;P

why should it?
the weapon and the hands aren't in motion, so there is no MOTIONblur.
and the shooting animation is to slow to be blured

The weapon doesn't move compared to the eyes, so it doesn't have blur.

motion blur isn't really necessary, because the eye itself already blurs fast motions...
