With the introduction of more efficient anti-air defense systems, both Kirovs and Siege Choppers suffered greatly. Kirovs, due to their extremely slow speed, are easy prey for AA defenses as well as air superiority fighters. Siege Choppers have always been a rather ineffective artillery piece to some commanders, mainly due to its lack of armor.
This has all changed fortunately with the Kirov Gunship, a unique fusion of the airship's superior armor and the Siege Choppers menacing 160mm cannon. The Kirov Gunship is faster than it was before but had to sacrifice some armor in order to archive higher speeds. It is armed with a battery of four 160mm cannons that can easily demolish buildings as well as suppressing ground forces from a distance. Heavy vehicles do have a higher chance of survival from these artillery strikes than the lighter ones. Take note that the awkwardly positioned cannons have poor accuracy so it is not always a sure hit. This does allow it to cover an are with artillery fire. Also, beware of AA systems, especially aircrafts which are dedicated to take down other aircrafts; the Kirov lacks any defenses against them.

Why do people insist on replacing Kirov airships with gunships so much...
I was rather hesitant to add in this unit because of its overusedness. But then I realized that the Soviets were getting a lot of units. In the end, I decided to replace both the Kirov Airship and Siege Chopper with this one-off.
