Code Geass is a mod for Hearts of Iron being developed by Domini (AKA: Spiderligh on Steam.) The mod will have two possible start dates: First Pacific War Was the war that happened between Britannia and the Empire of Japan, thus the Empire of Japan turned into a Democracy. (Aka: Japan), the three Major POwers of this time are the Europia United, Chinese Confederation and the Holy Britannian Empire. Each one of them is going to face differente challenges on the game until they rise in power and start to kill each other for world conquest. Black Rebellion: This starts with Zero announcing the Black Knights to the world, it's a nation that starts with a single territory, but with national focuses it will randomly get new territories from Area 11, and so on. This mod is going to change everything to fit Code Geass Universe. (Graphics ARE NOT included, if you want to help about this part, you are welcome)

Russia is not part of Europia United, why?
Because in the anime, i decided to make it like that: Who conquers it first, gets Russia, or Russia can try surviving on its own.

If HBE conquers Russia it will make the Euro-Britannia Puppet, which will wage war against the Europia United.

If EU conquers Russia it will become a puppet for later annexation.

Later on i will say the challenges of each Major Faction in an article.

I don't know yet, i will release part by part.
When the HBE is done with their focus i will release, then Europia United, then Chinese Federation and finally the rest.
After that i will start doing the Tech Tree.

The map for the Code Geass world looks a tad bit inaccurate, for starters the Middle Eastern Federation doesn't control Kazakhstan, Uzbekistan, Turkmenistan, Tajikistan, Kyrgyzstan, Turkey, or the Sinai Peninsula. The Middle Eastern Federation only consists of Yemen, UAE, Iraq, Jordan, Oman, Iran, Kuwait, Saudi Arabia, Syria, Lebanon, Qatar, Bahrain and Israel.

As for the 'Stan' countries the M.E.F doesn't control, they're instead controlled by the Chinese Federation. That goes for the Philippines, India, Siam, Malaysia, Indonesia (Including Papua New Guinea) The Chinese Federation also controls some territory surrounding Manchuria.

Also, I personally think that Area 1 should be Absorbed into the Homeland territory of the H.B.E, Maybe the rest of Canada (And Alaska) too. (Excluding Quebec) As it's a majorly French speaking area in North America that could be better fitting to be Area 1 (Instead of the southern part seen in your map shown above.)

This goes without saying, but Australia should be an independent nation, most likely ruled by some sort of Council with a neutral party in power. (As Australia is neutral throughout the entirety of the Code Geass series.)

As for a quick question, will you add the resource of Sakurdite in this mod? As it's a major factor contributing to the Knightmare Frames.

And last but not least, because you haven't found a graphics designer for the Knightmares, use the Heavy Tank models.

Anyways, I hope my input of information helps you out and will be considered in this mod. As Code Geass fans (Including myself!) are highly anticipating with excitement for this Hearts Of Iron 4 mod.

So, i will start with HBE and go on for Chinese Federation and then the Europia United, about M.E.F i will fix it, i don't know where the heck i got that idea, really.

Holy Britannian Empire:
I will keep the Areas System, even this map is not official, and somehow Area 1 is in the United States, but yet, they still have a place to call "Homeland". I decided to use the Confederated States of America as base for it. (Still gotta add 2 more states to it.) But i will make the change to North part of the United States, and leave the Thirteen Colonies + Southern States + Pendragon Region, while the rest will go for Area 1.
Area 2 i will keep as it is, if we go for Language Area 2 is kinda useless: Caliper.com
About Alaska, i will keep it in Canada for adm and military purposes.
If you see closely, Australia has no color, so i didn't even tought about it completely yet.
About the Area 10, Indochina Territory controlled by H.B.E it's because it's a Disputed Territory.
China has Cores on it and Area 10 has cores on it. Later on H.B.E will have to face this and the Chinese Federation choose: Give Area 10 or fight for it.
Area 11-12-13-14 are areas that are going to be added according to the wikia:

The Unkown Areas i gotta do it by myself, but with the original map i can just do a fan base and it's ok.
Area 13, 16, 17 are all disputed territories that China and H.B.E will have to deal with each other to not face a war already.
Area 19-20-21-22-23 are supposed to be Africa, why? Because Area 24 is Spain, if you check the in-anime maps you gonna see that HBE already controls large part of Africa, so i will be doing that.
I'm not going to fully annex Areas because of one reason: Leaders.
Each Area has a prince under its control, and i will have a Generic Focus Tree for AREAS, they will somehow attack the H.B.E to get control of the Throne. (After that you become H.B.E and will have to Annex all other Areas and your leader gets a unique National Spirit + The Leader of the Area becomes the Leader of the H.B.E

The Chinese Fedeation im gonna fix Manchuria part.
The Europia United i will still decide if i'm going to keep large States Countries or if i make all countries, that's because Europia United will have 2 paths, one to keep the Puppets and one about Annexing then(And they will obviously have the choice to rebel.)

Quick thingie about Australia: If you see it doesn't even have a color, i don't know what the f*** i should do with it, seriously, its the most random country i have to fix, and maybe its gonna have the 3 paths, Europia United(Democratic), Chinese Federation(Communism) or H.B.E (Fascism.) if it keeps its own path i shall change all 3 parties and give unique leaders for each one of them and give a "Geass Sect" for the Neutral part. (All countries in the world will have a Geass Sect counterpart as Neutral, but only H.B.E can go easily to it.)

Sakuradite is gonna be added, if you have any suggestion about the amount of it i'm glad to see it, here's the reason:

Each Mass Production Knightmare Frame with full factories will waste up to 1 Sakuradite.
Each State of the game will have 1 Sakuradite with some exceptions.
Falklands Island alone have 10 Sakuradite.
Japan will have up to 50 in Mount Fuji ALONE, Japan was responsible for 70% of the Sakuradite Exportation in the world, so in start he is going to get LOTS of Sakuradite.
Yes, since i didn't found it i was going to say "**** it, i will do it anyway."
