This had better be a strategic weapon. Still, my first thought was "Mavor" which is a giant artillery structure in Supreme Commander that is horribly expensive, but it's a game ender because of range, accuracy, and large shells.
Even with M-777 artillery (155 mm), they are not using bullet shell... They simply load the head and put some explosive satchel behind, depending on how far they wanna send it. So I really dont think bullet casing would be a good idea...

uh with the m-777 the shell casing is still there..otherwise when they launch it if it was just the warhead it would....uh well it would go off alright..in the barrel..wouldnt even leave the tube...it would blow evrything up around the gun...

It's a superweapon, 3 minute recharge time but not as powerful as the NATO Pulse Cannon or Soviet Nuke.
