STORY:
In late 2010 one man, Derrel Carter, saw how Gordon Freeman could overthrow the Combine Presence in City 17. Inspired by Gordon's acts, he joined the local resistance. He was 16 then. Now, at the still ripe age of 20, he finally gets the chance to lead the revolution he really wanted. He gathered with over 400 other Resistance members, he will lead the battle for freedom in City 14, located somewhere in North America. You, Derrel Carter, will lead this resistance. You must stop at nothing to achieve what Gordon Freeman 'The One Free Man' had achieved, you must obtain his fame, and glory within the resistance. So, Mr. Carter, choose wisely, for this is your last chance, will you fight? Or will you die?

MOTIVE:
Well, reading through some HL2 and HL1 info, i saw that they said (in the game) that the Citadel in city 17 wasn't the only one, but if there were other ones, they would be smaller because the one in city 17 (located somewhere in Europe) was the Headquarters for Breen. This gave me the Idea of the story line above.

MORE ON Derrel Carter:
Born and raised in N.Y.C he has a passion for his city. When he was only 10 the combine invaded, and the Seven Hour war had begun. A great deal of the fighting took place in NYC, and he didn't understand the real importance of what was happening. Suddenly the Combine burst into his apartment room, grabbed him and his mother. The soldier turned Derrel's head, to look directly at his mother, the soldier put a gun to her head, and shot. Blood splashed on Derrel's face, and the soldier ran out. He sat thier crying, until a member of the Resistance had took him in his arms, and brought him to safety. Ever since then he wanted to get revenge for his mothers death. He wanted to personally kill, every combine that was responsible. When he was 20 Gordon Freeman gave him the real assurance that what he hoped would happen actually could.

Hank's right but he gives some interesting idea - how about locating city under the earth, where 'human meatbags' are more or less safe (Antlions can attack) like in Zion back in Matrix? And in the middle of the city is standing the citadel - only building intact on the surface.
Just a suggestion. And portal storms? How about using Xen as transit system?
Using portals (i know about danger) like Chell did in 'Portal' to bypass dangerous places.

The main character in this seems to have more of a motive to overthwrow the combnie than Gordon did, Gordon only had some creep in a suit who seemed surgically attached to his breifcase to give him a reason really.

again I say, Black Mesa is, or was, located in New Mexico, practically in the center of the U.S., so there is no way in hell that there could be anyone living in New York.

there was a rebel though, saying they're lucky they're not in North America, and the portal storms have destroyed that place.
not trying to piss all over your work, but it's just not possible to live anywhere in North America at all, except maybe deep underground.
