I think that hotel is usually written in Russian as just 'отель', a native speaker could say otherwise though. G or KH is only used when translating a word that actually uses H in Russian.

That's because inscription "готель" isn't in russian language, but in ukrainian.
And yes, in russian hotel=отель ;)
