I achieve it using the Guide Moddb.com
With the Compatibility Core (only CORE_1.0.big) Moddb.com

Steps to follow:
- Copy CORE_1.0.big and CORE_1.0.skudef in the folder of CnC Fallout
- You have to delete or edit "Gamedata.ini" within "data.big"
- Then edit "CNCFallout_0.1.skudef" and add the line: add-config CORE_1.0.skudef
- Play CnC Fallout with a new perspective! ( Run as "Administrator" on windows 7)
