Would be nice if you had provided a little bit more information on what this wad does. Such as, mentioning that it is intended to fix the advanced taunts and one-liners.
It restores the advanced taunts and one-liners. I unzipped it twice (weird, but true) and put the Pk3 file in ZDL in order of Brutal19Pk3 and then the Pk3 shown here and it worked. Rip and Tear huge guts!
needs "MOM GET THE CAMERA" and "OHH BABY A TRIPLE"
Does this include the dodge rolls?
No but I'll see what I can do to fix it that but 19 does have the folder and the pictures for the dodge roll but he probably forgot to implement in into the code.
After playing Brutal Doom for so long without using the Offend/Wave/Taunt/One-liners, I felt there was some charm missing from my experience.
This fixes that.

Well, it's decided! Gonna include it in BDEE v19e (unless the author not agree with this) and also I'm including this extra loud laugh sound I found over there... :P

Yeah as do the mutators from v19.
Does this function like a Duke Nukem style system where specific events can trigger one liners? I was wanting to do my own take on it (with a Lee Ermey style Drill Sergent spin on it) in that fashion, but I am not skilled enough to script something like that. I would have to find a pre-made "template", so to speak and place my sounds within. I would of course give credit where it was due, I just think I have a vision for the personality of McTaggart that would bring something new to the table and people would find enjoyable.
Never mind, play tested it my self like I should've to begin with. Is there a mod out there that anyone is aware of that does have event triggered one-liners?
