Proceed by simple steps.

1) Set your ingame language to English. Now you'll see the time circuits panel.
2) Read the readme file on how change the value of destination time.
3) make sure you have the plutonium chamber recharged.
4) BTTF mod is not a gta doctor who mod. To make everything simple, download the manual install version of the mod ( 416 mb) and install
to your gta vc MAIN folder.

just manual

try language first, and if it doesn't work, then manual.
