Decreases fire rate and lowers accuracy? Whichever way you meant, sounds nifty. :)

What are those ships the Crossfield is fighting? They seem familiar...

Judging by the geometric design, sandstone shades and lack of noticeable engine ports. I'd say Suliban.

Ah I see so not every Fed ship will have the blue phasers...or is that a later upgrade?

I believe TNG explained this as a difference in resonance frequency differences. As phasers were shown ranging from Red, Orange, Yellow, Blue and Green. Suggesting they can be modulated to any frequency in the EM Spectrum, likely and logically altering their damage exponential since we know Phasers are modulated by phase variance and frequency. So Phasers of a Blue, Violet and Green colour would be between X-Ray, UV and Gamma Ray.

So they start with Phase Cannons then go to Phasers? Neat. Same with Photons?

I think it depends what line of canon you'd use.
Raw TOS Canon I think was Laser > Phaser and Nuclear > Photon.

However ENT/DSC gave us an idea that it's
EM Particle Cannons > Plasma > Phase > Pulse-Phase > Phaser
Nuclear > Spacial > Photonic > Photon

The ship's plaque on the bridge in Star Trek: Discovery identifies the USS Discovery as a Crossfield-class starship.

Description

The Crossfields-class' advanced ECM systems allow it to jam a group of enemy vessels in a radius around it. This decreases the enemy ship's damage output and lowers their fire rate. It puts a strain on your antimatter reserves though so use it wisely, or have a fleet tender on standby!
