I wouldn't say new enemy but instead the Combines standard grunts. Also not that these guys are big and strong enough to handle a hunter choppers or strider's pulse cannon as if they were AR2s. the smaller weapons like the smg1 and AR2 would be like 1 handed machine pistols for them as well. In terms of scale id use the beta combine guard models as reference since the 2 are similar.
