All major textures in the game were increased to 400%+ of their original pixels, sharpened, and had some detail added. Then new normal maps were generated to take advantage of the greater detail, which results in a significant improvement over the original graphics. This enjoys 0% compression files, which helps offset the fact that larger files requires more system resources.

Don't listen to those casual Fallout players. It's set in postapocaliptic setting so almost (if not) everything should be damaged, degenerated, rusty and dirty. Original F3 and F3:NV textures are too clean. In real life i have seen coke-mats* in even worse condition.
*i written it this way for purpose... To let you know that i'm not some stick-in-the-*** realism frantic stiff.
It doesn't look anymore damaged, rusty, dirty, degenerated at all... it just looks crappier, period. It looks especially bad and unrealistic on the wood. If you want to make things look more aged, sharpening doesn't cut it. You have to go the route of all the /Real/ hi res packs that put actual rust spots, ect on the textures.
You gotta remember, it's a post apoc wasteland, not Walmart after the cleaner has gone through, it's dirty, gritty and the only shiney things there are are only shiny for about .5 seconds before they fly through your skull.
