All major textures in the game were increased to 400%+ of their original pixels, sharpened, and had some detail added. Then new normal maps were generated to take advantage of the greater detail, which results in a significant improvement over the original graphics. This enjoys 0% compression files, which helps offset the fact that larger files requires more system resources.
You can further compensate by reducing some of the Advanced graphics settings (as access by the FNV Launcher's Options -> Advanced tab). Reducing LOD distance, turning off Shadows (since the game engine does not use them anyway), and following the other suggestions from Tweak Guides (http://www.tweakguides.com/Fallout3_1.html) will help you get the most out of this pack. My dual-core can handle this pack easily enough, but if you have less than 4GB of RAM (total) then you might want to consider 4Aces FNV RegRes.

There are so many different files in the download section that I have no idea which to download. Is there a single file that contains all your enhancements ?
Or do we have to download more than 1 file ?
@ vecuccio - each has a description to explain what it is for. You only need to download the latest version of what you want to use. Since they are so large, they have to be individual downloads. Most people only want parts, not everything.
@ takmikula - I never did get modcraft updated, so those files are old. For some reason ModDB is blocking the link, so when you encounter that kink of problem just cut & paste it into your address bar and it will work. I will be taking the modcraft page down soon as most of the files are older versions.
how do you create your textures? just enlarging the original and adding a noise/sharpen filter?
First I sharpen using my own process, then I enlarge, and then I do a second detailing sharpen pass. Then I generate new normal maps. That is for the upgraded textures which are processed at about 500 per day.
The ReTex is totally new textures, and only a few can be done per day.
To the last three people that have rated my mods at around 3.0 : If you are too lazy to leave a comment and try to be helpful, you should not be rating anything poorly. Just saying 'it sucks' does not help anyone.
