the way it will work:
You have them off as default. If you enter an area of high fallout (i know this isnt realistic, but we need to balance realism and fun!) then you'll need to have it on or what little health you ave will go.
Also, as the game progresses (in SP & MP) you will start to get greater access to weaponry, including the Federal Riot Gun (for firing tear gas into crowds). When theres CS gas about then its also better wear it. It will decrese your accuracy, and restrict your vision. But it means your not caughing and going temporarily blind!
