its not new actually, every soldier has worn a beret since just after the second world war.

We've decided to go with Having the bulk of the infantry wearing NBC (nucler biological and chemical) Protective suits, as they would of been in a situation like that, especially as it was common knowledge the Warsaw Pact would use Chemicals in a first strike.
Not every soldier is a tough badass, a lot of them are just regular guys and kids.
