By "deck", do you mean for your garden, or are you building a big ol' boat?
All that you're saying is subjective; Wrex doesn't necessarily survive Virmire, while Eve at least survives part of the way into ME3. I don't particularly want Wrex as I'm trying to keep the number of ME/2/3 squadmates to a minimum - Tali is the only one for Council (due to the fact she was their de facto ambassador in ME3), and Miranda and Jacob are only in for Cerberus because of a lack of suitable Cerberus characters to use.
If you want Wrex, you can create your own profile set to use after the release.

Rebellion only features a few differences in ships; an extra capital ship, a corvette and a titan - these 3 ships will be filled based on the 2 sub-factions. For instance, the Citadel will be broken up into Paragon and Renegade. Paragon will be "saved the council", and thus the titan will be the Destiny Ascension. The other 2 ships might be filled by, say, salarian/turian/asari vessels, while renegade might feature additional human ships.
Diplomacy is still going to be a viable option; Citadel players might want to ally with other Citadel players, Shepard allied with Cerberus (albeit briefly), etc.
In which case, Jacob and Miranda would have to be moved to Council, and Dr Gavin and David Archer would both need to be moved.
Udina was the human Councilor; he requested Cerberus help, not led a cell. It would be stupid to have him as Cerberus, given his input in ME1 and 2.
TIM and Dr. Eva are dead. Kai Leng is dead. Does that mean Cerberus can't use them, either?
Actually, it might still be in, but not as this over-powered noob-gun that it was in ME3.
