I'm just fine-tuning the English translation of 2.24Z and adjusting some of the interface to make it more user-friendly. I am not doing anything for version 3. But if anyone does attempt to work on version 3, they can use the improved translation from 2.24Z ReUploaded (when it's released) and, of course, contact me or vgperson for advice/assistance.
I feel like the "Steamworks" you mentioned might be something implemented in version 3, and more likely in version 3 Pro. I only think this because there is incomplete/scrapped coding remains in 2.24 that mentions "Steam achievements" or Steam related functions that are not available for use, meaning that the developer was working in steps on what functions work/be available for anyone using version 2.24.
You can try contacting the developer and present them with your questions. But I must warn you, they will answer you in their own time and usually only in Japanese. You may need to use a translator like DeepL: Deepl.com

Put your tileset into the 'MapChip' folder of the 'Data' folder.
Enter the Editor and go to Tileset Settings.
Select the tileset slot you want to use and load your tileset in the 'Base Tileset File'.
Repeat the process for any Auto-Tiles as well.

First, what I am telling you applies to WOLF RPG Editor English 2.24Z.
For bigger characters, you will need to use a bigger Hitbox. For a bigger Hitbox size, you will need to set the Tile Size for 32x32 or 40x40. And you need to set the Default Hitbox to 1x0.5 Tile(Lower Half of a Square) or 1x1 Tile(Whole Square), depending on the size and shape of your character and what you are going for in a game.
And as for additional animation frames, you can set the Character Animation Patterns to 5-Pattern.
For more information, please refer to the Manual 2.24Z.pdf file that comes with the WRPGE.

Hello Rarecoil.
Using a Parallel Process for a Common Event on Day/Night effects is fine. I would only use Wait frames as needed for your effects.
I would set it up with Num 1 [Argument] as a selection for the different effects and use the Create Options (Number) for switching between them.
In the Common Event itself I would set up a Condition Number that uses CSelf0 for the condition, because CSelf0 is what is used in the selection of Num 1 [Argument]. And put whatever effects you want in each of the Condition branches.
Then call the Common Event in any Map Event you are using for Transfer and select the effect you want to have running in the Next Map. If the effect on the Current Map is the same for the Next Map, you should not need to bother calling the Common Event.
Be sure to have a Condition in the Common Event for erasing the effects.
If you do my setup, you will probably notice your effects changing instantaneously which might be too fast for what you want. But it will not show up, if you do the following commands(or something similar) below.

For your Transfer Map Event.

}Prepare Transition(Freezes the screen, so the player won't see anything.)
}Call Common Event Effect(Select the effect you want to use because no one will see yet.)
}Transfer Hero to Next Map with Transition(Even if you have Transition selected, it will not execute the Transition because it has been stopped by Prepare Transition.)
}Execute Transition(Now that all the other commands have been done, the Transition of Transfer is now activated and the player will now see the Next Map with the effect running.)

It's a rough draft, but my instructions work whether for an effect or trying to do a "lantern" like in the Legend of Zelda.

Hello Gasty, sorry for the late reply.
Yes I do have a set of Common Events and other stuff that I plan to release with a reupload of WRPGE 2.24Z, but unfortunately I have been pressed with other matters so I cannot upload anything yet nor present a date for the upload. But I am 'hoping' to do it sometime 'this' year.
And yes, one of the Common Events is for a Balloon Message system that has the sounds playing as the text appears. The original Common Event can be found on the SilverSecond website, you just need to translate it and 'slightly' update it for 2.24Z because it was made for an earlier version of WRPGE.
When I release the Common Events, it will be the last time I reupload the WRPGE 2.24Z. When that's done, I will only be around to answer questions when I can and assist wherever possible(but do not use me for a cheat sheet, because you should learn from experiencing WRPGE in order to expand and be creative with what it provides).
But I do thank you for acknowledging my work, it is greatly appreciated.

I don't know if this is the proper translation, but here is a game called "Byakko-Gammon" made with a later version of WRPGE(I believe it is Version 3).
It is not like the other WRPGE games that you usually see and it goes to show how advanced WRPGE can be when you try going beyond the normal standards of RPG Maker software.

I played this game a little; I thought it was well made and very fun.
I just don't understand why the person isn't using their jump in the video. You can roll to cool down your weapons and dodge fireballs, but you can jump over fireballs as well and just work at your enemies with your range weapon until it needs to cool. Then while the range weapon is cooling, switch to a melee weapon and whack at the enemy a few times.
I just wanted to share the video and I hope you are all enjoying using the WOLF RPG Editor.

There is character generator software that is packaged with the editor, but is not part of the editor itself. The character generator is designed so you can create a character with the resources provided or you can put in your own character resources and use them for your character creation.

Hitbox Repositioning, so you can create and use character graphics for people using swords instead of doing a work around to have the 'sword' included for attacking enemies below the player.

Hitbox Shape and Size, so you can create small and large characters with hitboxes that fit their particular size and build. Especially if you don't want to be bound to creating characters that are only limited to the standard Tile Size hitbox.

My suggestions above are what I feel are the most critical(in my opinion) options that would be wanted in a rpg maker software.

Since the software origin is from Japan, your antivirus is probably falsely detecting it as a trojan.
I have worked on the translation of this software for years and I can assure you there are no problems.
You should be fine downloading the WOLF RPG Editor.

Just run WRPGE with the Locale Emulator set for Japanese locale.
If you have the Locale Emulator already installed on your computer, right-click on the Editor 2.24Z.exe and make your selection of the Locale Emulator from the drop-down list.
If done correctly, you should be entering the WRPGE and seeing what you have imported in its original Japanese language.
I like using DeepL Translate for the text I deal with, I believe it gives a more accurate translation compared to Google. Deepl.com

I will answer your questions to the best of my ability.

1. Does this editor use Javascript or Ruby for extending Game Events?
The WRPGE mainly uses a user interface for the creation of the Common Events, Databases and Map Events. As you create and use commands, it will appear to look like code but not too hard to understand. WRPGE is pretty advanced, but presents a lot of freedom for customization and creation. Need knowledge on Javascript or Ruby? Not really, but having a little bit of coding knowledge wouldn't hurt(just not extreme).

2. How powerful is this Editor compared to RMXP and RMMV?
WRPGE is often regarded as being aimed at advanced users, so keep this in mind if you intend to use it. I would say that WRPGE is far more customizable than RMXP and RMMV, but to use WRPGE(even after reading the User Manual) is still a learning experience. So don't expect to make the Legend of Zelda engine in a day.

3. Is it still in Development or its abandoned project?
SilverSecond(the original only Japanese developer) has created and released different versions of the WRPGE in Japanese.
WRPGEv2.24 was the last Stable version of the old software for the longest time, which was why vgperson and I were able to translate it into the English version 2.24Z without any worry about updates(plus I kept in contact with the developer).
But as of June 17, 2023, the developer has released WRPGE version 3.202 in Japanese. Version 3.202 has yet to be translated into English, and I have retired from translating.
Version 3.202 comes in two flavors, Lite and Pro. The Lite version(as far as I know) is very similar to 2.24 in operation. The Pro version you have to pay for but you unlock features that are not available in 2.24, like setting the Height and Width of the Screen Dimensions independently from each other(especially if you want to use the 256x224 resolution of SNES games).
But like I said earlier, WRPGE version 3.202 is still only in its original Japanese.

4. Can it export to Windows, Linux and Mobile platforms?
WRPGE can only export to Windows. But you can play WRPGE games on Linux using software like WINE. And there are websites where you can upload a WRPGE game and play it on a smartphone, but I believe you need pay in order to do that.

5. If mobile platform is not supported then can I play games via any Emulator like JOI Play Emulator?
Like I said there are websites where you can upload a WRPGE game and play it on a smartphone, but I believe you need pay in order to do it. There are emulators out there that claim to play WRPGE games, but after a quick inspection(and looking at user reviews) I find them to be rather questionable. I think the safest and most stable way of playing a WRPGE game is on Windows, followed by Linux(if you use software like WINE).

For the Show Message command, the message text is automatically anchored to the Top-Left of the text. So you cannot simply put <C> to center the text in its default format.
To change how the text appears in the Show Message, you will have to edit whatever Common Event you are using for the message process(it is Common Event 063: X[Com]Message Window for the Sample Game Engine). Unless your Common Event has a Picture Show: Show String as Picture command for the showing of the message text, you will need to make adjustments. I cannot tell you exactly how it is done, but you need to use:
Set String: String Variable = System String 25: [Read Only] Message Text, in order to get the text from Show Message saved to a String Variable.
Picture Show: Show String as Picture with the Anchor set to Center. In the "String" entry area you can use <C> at the start and simply put in a text command to load in the String Variable you have saved the message text to(if you are using a Common Self Variable, the String can be saved to CSelf 5~9 and called using the \cself[??] command in areas that uses strings in the Common Event. e.g. \cself[5]).

Because the WOLF RPG Editor is Japanese software, your antivirus is probably falsely detecting it as a virus/trojan based on its origin footprint. That's all.
If it did indeed had any viruses with it, I would not have bothered doing an English translation for the WRPGE.
I wouldn't want any problems I encounter to be someone else's problems, it's just not good ethics.

If you are doing the Choice Window, putting <C> at the beginning does center the text.
But if you are using the Picture event command for strings, you probably want to set the Anchor to Center and then put <C> at the beginning of your text. That way you have everything centered and should fix whatever issues you are having.
And if are changing the centering of text in the Variable Database while running the Test Play, it will not update the changes automatically. You have to close your game and run it again to see the changes you have made.

Question 1: Is Omni-Window also used to display long-form text?
If you mean like for a message/journal, you would probably need to create that or download a Common Event from the WOLF RPG Editor website Common Events section: Silversecond.com
You will need a web translator like Google Translate to see a rough English translation of what the listed Common Events are. And a lot of them have screenshots, so you can see visually what it might look like when you use it.
As far as I can tell, the Omni-Window is just used for menu creation with/without description windows depending on the settings you use and what adjustments you have made.

Question 2: Where can I find English tutorials?
Usually (if you find any), English tutorials for WRPGE are most commonly found on YouTube and (possibly) Rumble. But is possible that you could do a web search and see what you can possibly find through that.

If you are using the F11 function when running your game through the Play Test, it will only update changes for everything else except the Variable Database while playing your game. You will have to close down your game and re-enter it in order to see the changes you made with the Variable DB.
Yes, there is a slight bit of a coding process with the Common Events but I think it is because they will serve as the base for your game. The databases may hold the information of what you want to use in your game but it is the Common Events that brings it all together whether you are making a TBS, an Exploration or even a Novel game. But because of WRPGE's design, I guess you would say it presents everything like a code but you don't have to be really "code-minded" to understand it. Like it says in the description and manual, it is considered more for advanced users. But I am sure you can pick up on the processes as you get going.

I took a look at the images you provided (and judging by what you are saying), it looks like you are trying for a setup similar to the battle system of Chrono Trigger: En.wikipedia.org
I think that is what I liked about Chrono Trigger. Instead of random enemy encounters with battle sequences, you are traveling in the game world, seeing and being seen by the enemies, and doing all your battles on the map itself.
I am sure you can figure out on how to use the Sample Game Engine and adapt it to be like Chrono Trigger or other games with a similar mechanic.

There is not really any English tutorials for the WRPGE, except for ones that have been created by users who have recently discovered it. Though there are some slight differences, you could use RPG Maker tutorials for ideas and inspiration for what you are going for in a game.
It is interesting that you are using ChatGPT, but I am not sure how well it can help you when using the WRPGE.
I had helped in the English translation of WRPGE but I am still learning different tricks that one can use in it.
The Omni-Window is a universal window menu that can be used for creating different menus of varying sizes and descriptions depending on what the developer of the game selects. A lot of the in-game menus of the Sample Game Engine uses the Omni-Window.

Look at the grass/dirt path auto-tiles used in the Sample Game Engine. Take a look at how they are done up and try to follow it as an example.
Make sure each Tile part of your auto-tile is the same size as your game's selected Tile Size.
Load your Auto-Tile into the Tilesets area of the WOLF RPG Editor. It should be like loading any other image. The editor should work out the rest.
And also keep in mind which Layers you have put your auto-tiles on in the Map.
If you did everything correctly, you should now be able to use and see your auto-tile.
