The installer will check your Steam path, however Steam is not nessecary for game running(which means you can uninstall your Steam right after you finished installation).
Find a Steam installer and install it anywhere you want (to avoid the mod installer report problems), start the installer, and change the install path to the path where your CoH is installed(the path you can find your RelicCOH.exe. For example, D:\Program Files\Company of Heroes\).
After you installed your mod, create a shortcut of your RelicCOH.exe, add following command at the end of the command line: -dev -mod moderncombat. (example of full command line: "D:\Program Files\Company of Heroes\RelicCOH.exe" -dev -mod moderncombat). Then start game with the shortcut you just modified.
