I have another idea that might be worth looking into. New Faction: Terran Starship command, the mod is so famous that it might as well be official lore.

Great mod. I love the "must found cities on vaults" dynamic, please don't fix the "Bug" where razing cities destroys the vault too so it's gone for good. I also like the "spread culture through forts" dynamic, could you do something like make them build buildings and make them mini military cities (maybe soldiers instead of people). Maybe have frigates be able to found offshore platforms that act as forts or offshore mini military cities. Or maybe have main cities and little colonies that grow in X amount of turns and increase trade and give money, spread borders and culture, and export production to major cities. just some ideas.
