The amount of time needed was quite small, and even then most of it went on designing the new particle effects.
Nevertheless, locating and fixing the problems did require quite a lot of in-depth knowledge of how the engine works.
Someone else had this problem, but I've never encountered it so there's not a lot I can do. Do you have a weak video card? Try running with a lower DX level.
This was fixed in the patch. You must have installed it wrong, somehow.

That was it, thanks! The folder was hidden so I'd not noticed it. There is still one minor problem though: everything is listed twice in the new menu.

I've downloaded and installed the mod loader, including editing deusex.ini so that it reads "DefaultGame=DeusExML.MLGameInfo", but there is still no new menu item. I'm using the Steam version of the game.

This run really slowly on my machine (quad core 3.2ghz, GTX260). Below 30fps for sure. :(
That's not a helpful error report. But I'm going to take a wild stab in the dark and guess that you own Chaos Rising but not DoW2 vanilla, in which case you'll need to follow the instructions in the readme to launch the mod.
I have no idea what is causing extraction to fail. It's internal to the Speech API, which reports no problems. :(

The Citizen's problems are caused by using very outdated builds of the engine and its tools. Very few people still bother with them, so problems that appear go unnoticed.
When things went wrong earlier this year they had to move from the 2004 build of Source to 2006, and now for closed captions they will have to start using 2007 (yes, I have tested).
