The 9x39 ammo isn't immediately available except what you occasionally find in stashes or corpses. I noticed the description of the non-AP ammo says it pierces class IV, and the AP only Class III. Looking at the ammo specs, it should be the other way around. I didn't notice at what progress point the 9x39 ammo becomes available for sale. Tide is pretty worthless until that point.
