I think its because source is built on goldsource, so if it will work with hl1 it should be easy to translate to hl2. But that's just my speculation, just added it here to share the love.

There's still a few oldies about but most have grown on from moddb and now are full time developers or other things. Time flies when your having fun!

ValveTime has no relation to the time as we know on this world.
Considering each image is about 3mb in size, it would be the speed of your connection, we serve content as fast as you can receive it, on the point of image size, the images & size are under the developers control, so maybe nextime they will add smaller images or use thumbnails, either way its your connection speed and you would have to wait some time for the images to load here or off their website.

To be fair side by side they are very similar to the old star trek mod, might need to change more than you would expect and whilst working as a filler im sure it would be a better result in the long run if you just remade the map to your own style.
