It should reduce by 1 the recruitment turns. For most units it will reduce them from 2 to 1, so it is hard to notice. It has more impact on orc factions that should get 0 recruitment times.
You may try to copy the file /Mods/lotrtw - Fast Recruitment/alexander/lotrtw/data/export_descr_unit.txt manually to /alexander/lotrtw/data/ in case the mod enabler is not working for you.

1 Go "rometw\alexander\lotrtw" copy the 5 or 6 folders (custom, data, preferences, display, replays, saves)
2 Go "Mods" folder in main rometw folder (JSGME mods folder)
3 Make a new folder, name doesn't care, for example "modLOTRTW". Make a new folder inside named "alexander"
4 Paste the folders that you copied in 1st step
5 Run JSGME.exe (The icon with a great G in main rometw folder) and activate the mod "modLOTRTW" (folder that you created) wait a little...
Ready, now you dont need shortcut or .bat when you execute rometw-alx.exe the LOTRTW mod will be lauched
(6) In order to revert to initial state: Run JSGME.exe and disable the mod "modLOTRTW". You may delete the folder "Mods\modLOTRTW" that you created if you do not plan to use it again.
Solo necesitas instalar este ultimo lotrtw pack v3.02.
Si alguna vez instalaste versiones anteriores del mod, sugiero borrar primero el directorio: /alexander/lotrtw/
Y despues reinstalar el mod, para que no quede ningun archivo de instalaciones previas.

1) Ejecuta el programa "JSGME (Enable Mods - Translations)"

Thanks for the continued interest of players in this mod. I wasn't expecting it either after so many years :).
There are no plans to create new content. Wlesmana, the original author of the mod, and creator of all unit models, retired long time ago.
I still like to play the mod from time to time, and if I find the way to fix other bugs, I might release another patch, but that's all.
I just uploaded a new all-in-one pack. It should be easier to install this way. You might take a look to the new installation instructions that include steps for steam version. Let me know if you still find problems.

The effect of armor/weapon upgrades can't be changed that I know. But you can change the cost of each upgrade, as well as other unit stats, by editing the file:

That message appears when there are missing files. You need to install lotrtw 2.0 and patch 3.0 in the same folder of alexanderTW expansion.

It is not needed to play the game, you can delete this folder without problems:

Just in case, for people in same situation: if 2.0 worked for you, then you can use the same shortcut to play 3.0. Just be sure to install both them in the same folder where RomeTW-ALX.exe is placed.
Sorry the late answer. The valar is a modding tool to save the state of scritps upon reloads, just ignore him. One of the effects of the scripts is to make the One Ring to appear randomly near anduin river (in hands of frodo or gollum). If a named character kills him in battle, he can capture the ring.

We did our best to try to minimize the crashes, but it is really hard to create a mod for RTW, and even harder to find and fix possible causes of crashes.
The main known crash in battle is caused by trolls with torches (at night or sunrise), so try to avoid such battles. Another is when reinforcements have no room to be deployed around a sieged city.
There is a modder, CapnDan who made some new campaigns for this mod, and fixed some bugs. It is available here:

The bodyguards of generals regenerate automatically with time. The max size of the unit depends on the personal traits of the general.

Verify that you install the v3.0 in the same folder where you have AlexanderTW and lotrtw v2.0.
