Sorry, but this is definitely NOT a game engine. Stop adding every programming language and framework as engine!
XNA is a framework. It provides a basic DirectX setup and some Methods which simplify game Development.
But it's not an engine. You can develop XNA games in every C# IDE (yes, I know that the content pipeline does not work perfectly on other IDE's than Visual Studio).
The definition of a game engine like you said, means that even the IDE's would be game engines because they're tools used to make games.
XNA is more the step before the game engine. It just takes care of the initialization of DirectX and comes with some help to display graphics, handle user input and play sound.
The hand enemy is just amazing! I really enjoyed the demo!
There is an error in the description: XNA stands not for "Xbox New Architecture", it stands for "XNA's Not Acronymed".
Also I have to agree that XNA is not an engine.

Well, after clicking on Campaign the game freezes, however the JFrame is still working (can move around the Frame and close it via the X is also possible).
