If they're sword frigates, then they are capable of atmospheric travel. Though most imperial warships stay in orbit, only coming to a low orbital of several hundred kilometres from planet surface on rare occasions. Dropships normally handle planetary incursions of any kind.

God no. Phalanx is a planetoid sized space craft (It is several thousand kilometres in length). The star fortress is more of an orbital defense station, lacking a combat effective means of propulsion.
Phalanx predates the Horus heresy, and it is unclear as to whether or not it is man made.

Plus the death star is a flawed weapon as it lacks effective defensive weaponry against large fleets. Relying on its main gun, even an emperor class battleship would be able to keep out of its firing arc. Due to its massive size it could be targeted by cyclonic torpedoes or a large scale boarding by imperial guard and space marines. It would never be able to gain the range necessary to bring its main gun into an effective firing position to keep an imperial fleet at bay.
