After my first experience with online games in 2000 I've build up and successfully ran several large online clans. In 2001 climbed up the ladder in Starlancer and managed to become one of the most successful players worldwide in that game aswell as leader of the largest clan. Since that I stuck to the Sci-fi game genre. In 2002 the SWAT Portal was founded and since that I am leading this Sci-fi Game Portal that supports a large range of games. One of these games is Freelancer. Not long after its release in 2003 I've started modding the game (my modding experiences with other games reach back to 1993 where I've created my first work). Until now I've created 4 Freelancer mods and assisted countless of other Mod projects. The Crossfire Mod which is currently my main project keeps holding the Top position of the Freelancer mods for several years. Most important for me is the success of the SWAT Community and its members aswell as professional work.

That usually indicates that you internet connection suffers packet losses. Your provider should check that.

You also can try to download the file via a download manager. There are multiple good ones that are for free.

lvl19 outcasts are not even strong enemies... by the you reach this mission you should everything you need to proceed. Next to that are you not fighting alone.

that file is part of the mod... it cant be missing unless you installed the mod to the wrong directory

No you cant fly Nomad ships (doesnt make sense to do that). There are many SL ships but there never was one called Sovetskaya (thats the name of a system).

loot drops in specific story missions are disabled.

Because normal FL also had no waypoints during the missions.
It never had.
Setting waypoints during active missions is impossible, the game engine disallows to set waypoints while there are active mission objectives (it wouldnt even make sense if the game tells you to fly to mission waypoint A and at the same time allows you to change waypoints.... that simply doesnt make any sense).

What you probably mean are freetime phases between the missions. These get enabled at specific points in the game. Only a limited amount (just a handful) of such freetime phases are allowed to be used by the game engine. Most of them are already used by the original storyline. It is not possible to add more freetime phases into the game without having the freelancer source code (which obviously nobody has anymore). There simply is no way to add more of them.
So we used what was available.
There are 2 points during the Crossfire storyline where you can leave the mission path... and go to explore the other systems.
But like I already explained... we cant change hardcoded limits without access to the source code of the game. We can only make the best out of these limits (and thats what we did).

I can only add stuff that is technically possible.
Technically not possible is to deactivate large mods with activation scripts since all the FLMM versions have a bug.
A complete reinstall would be required.

Thats not a problem with the mod but a problem with FLMM.

you can select the appearances of the chars during the mod activation

and the starting money is set to a value thats perfect to compensate the higher difficulty
