Nope, those are PMS (Private Military Security) from Iraq. My friend from Brcko District works as PMS contractor in Iraq, he worked at some of those companies wich brought M21 assault rifle and they use them like main assault rifles for their contractors.
There is also a possibility that he is a member of US forces, there is a lot of serbs in US Army, many of them are citizens of both Serbia and US. And in that case, explanation for M21 is that US forces often practice with PMC's on same pratice ranges.
