I have provided no bio about myself. Nope, I didn't.
It changes weapon's damage into healing, basically.
We'll fix this in 3.3.2 but for now you can just get this file and extract it to where Mental Omega is, that way your entire game will be in english. Remember to remove this file when you want to play RA2 in german or after update 3.3.2 is out.
Here it is: Mentalomega.com

It's a flare. It explodes above the target, not in its face.
To reduce the amount of particles used by the game.

It'll use Boomer's voice, because it's great and I wouldn't want to keep it unused.
Because there isn't a single DPS per unit, it varies depending on armor type of the target. Also you say most and then you list one, so what else should be there?
All magnetic weapons affect everyone, so I'd advise keeping them separate from Piranhas and Reshephs. Giant Squids and other Nautilus units are unaffected.
Boomer was a better submarine because it was all of those ships combined into one and available way before any of the other sides's capital ships. It was OP by design, which is why we split it into separate units.
