one thing you might want to do is capture a core tech if you play arm....:p
i don't like to build arm shield gens as it sucks. (except for color)
a core corona can survive a mini-nuke from core neutron missile launcher, but arm shield gets owned by big bertha/intimidator :p
as for effectiveness of the shields, it is probably a ta script issue.
shield generators are half-ta script hacks, and weapons.
most likely, it is not the latter.
