The Vietcong MiG Nine is based on real life aircraft of the Vietnam War era. The Confederates are mostly based on real life stuff as well, so they have a lot of realistic aircraft and copters. The other factions mostly take inspiration from other works with realistic stuff mixed.
As for The Icon, we don't really know. We believe it feeds on sentient thought (human or otherwise) but cannot confirm it. It is however likely that The Icon is the source of psychic powers.

The problem is that RA3 is quite difficult to mod and the code is not nearly as easy to understand. Generals code basicly explains itself.
