Mars Wars is always fun to come back to from time to time. Since there's been no activity or updates for a couple of years, I kinda understand it's time to move on to other games.

What maps are you referring to? I released a map pack for Mars Wars at the end of 2011. It should be in the Addons section of the mod.
Official site has been moved to: marswars.simplifiedstyle.com but it's pretty much deserted...
and I don't think Red-Frog is working on MarsWars anymore, sadly. :(
Well, I've never played those games, but if I had some "coding skills" I would have done gametypes from Red Faction 2. Like Bagman - you steal a bag and get X score per X seconds by holding the item.
But however, time will tell.
Well personally, I don't know how much work it is to make weapon hands, but it could be a good eyecandy.
And a single player gametype for Mars Wars can be a good idea, however, I think it requires alot of coding and maybe more gametypes. Like Domination and Bombing Run doesn't really "fit" Mars Wars.
Ok I think I know what the problem is.
It looks like there's some missing files in the patch (Rev1to5). There's supposed to be two StaicMesh files to get RPG to work.
It's easy to get them, just search for the UT2004 RPG mutator (version: v2.1 should work with MW).
Hmm, that's odd.
You maybe have to configure the keyboard in the "Settings" menu (located in: MW Main Menu -> Settings -> Input -> Configure Controls) and scroll down to UT2004 RPG (it's UT2004 instead for MW for some reason).
Yes, the RPG mutator works like this:
You'll gain "Experience" when you kill a player/monster.
When you have enough Experience, you'll "level up".
When you level up, you'll gain "StatPoint", with StatPoints you can buy things in the RPG menu (by pressing L). You can also buy "Abilities", just press "Info" next to the Abilities list to see what every Ability do.
There's a mutator called "RandItemPlacement" for UT2004 (does also work with MarsWars). It just places every pickup around the map randomly. It should be somewhere around the internet.

The most of my time goes to level design in many games, but mostly I'm creating maps for Mars Wars (UT2004 mod). I'm also learning how 3D models are made and how to make them work in different games.
