Can you start Alien Swarm? Does it give a runtime error before reaching the mod loading screen?

Correct. We use assets from Ep2, so we require the use to own Ep2.
You can launch the old mode with "-disabledeferred" in the launch parameters. For the next release it will also automatically switch back when the settings are on low.

Difficulty settings are planned for the release after 2.3.0. Currently the CPU just spends all money on buildings barracks and massing up balls of soldiers, due which it can be quite strong if you don't make use of manned turrets.
We would need to move over to Source SDK 2013, but that involve some issues (uses an older map format and lacks certain features supported by Alien Swarm among others).
Can you post the log of hl2wars/debug.log somewhere? It contains the log from Chromium Embedded.
Which version of WinRar? I've seen some cases where some extractors don't work properly with 7z files.
It could also be a problem with Chromium Embedded and Vista of course, but I would need to test that out.

Sounds like a bug (or a problem with extracting the files...). Maybe you can launch the mod with "-console -dev" and post the content of the console somewhere?

The mod uses Alien Swarm as mod base and is not affected by the steam pipe update.
The mod won't tell you to update Desura, so if something tells you to update Desura it would be Desura.

From your crash description, it sounds like either the mod install is corrupted, or Alien Swarm install is incomplete, or your gpu does not support SM3.0 (or is not recognized as such).
This is a problem with the Desura client. Please contact the Desura support. I doubt they will fix it though, because they don't care about supporting mods.
The recommended way to install this mod is downloading the 7z file.
Alternatively try putting Desura in compatibility mode "XP Service Pack 3".
You need to have Alien Swarm installed. You don't need the SDK bases.
Should be possible, WinRar supports 7z.
In contrary, most of the recent releases are all a bit bigger. The only older release that's bigger is 2.0.0, but that's because it's using zip instead of 7z for compression.
We require you to have Episode Two because we use assets from that game (mainly because of the NPC models like the Hunter). Note: you don't need to have Episode Two installed, we just require you to own it on Steam.
CPU Player difficulty?
It is actually supposed to automatically popup the install dialog for Alien Swarm if you try to launch the mod.
