As you can see by the selected vertices that there was some left leg right leg weight overlay, by the 0.0, all I had to do was to select all vertex and put a 0 in the column and press return and it released the vertex from the bones weighting.
Same process also with the Arms and spine1 or spine2 as the widgets are overlapping because the mesh is so compact. :P
What other vertex weights need to be changed will be seen in time. :)
