First, some of the info on this page is outdated. Zunni and MonsE are no longer with the team. Flayra is, and always has been (don't know how it got mixed up) the mod leader.

They are nearing the absolutely final release of this mod. The current version is 3.1.2, they have announced that 3.2 will be the last release on NS on the HL1 engine.

No, they have not stopped developing. They are, in fact, working on source. At the same time, a seperate team is working on NS2, which will be a full retail game. NS:Source will still be free.
