Almost all hl2 mods need Source SDK Base to run,
so you need that installed and need to run it at least once.

You dont even need hl2dm installed to run gr.
you should put the mod in this folder:
\steam\SteamApps\SourceMods\gr

Our latest beta test (0.05) we where testing the game mode treasure hunt and it brought some more things to the to-do-list, but you are right its getting close :)
