I dont make mods but I love playing them! I get mods for sins of a solar empire and star wars empire at war mostly, but I also play Garrysmod, If that even counts.......

The AI is not modded in any way yet, that's why it does not do anything. It does not know what to do with the units from the mod, so it just sits there. He has it working now, it just is not in a public version. if you play GC the AI does nothing at all.

Would this help? Supposively makes games use more RAM then originally allowed, it helped sins of a solar empire from running into Memory problems

I wouldn't be so sure about being able to move single soldiers from a unit. If they come in huge bricks like stormtroopers, that would be too much micro management (IMO) unless a really good cover system was put in, as stated, like COH. But I don't see how that is very possible in this game.

Other question, will sith infantry look like Kotor or Swtor sith soldiers? (I like Kotor better personally)
