1) There is no place for those unit in the faction right now, but when the factions are splitted those units will be recruited regularly
2) Yes, there is a bug, and i dont know how to solve it
4) You cant have both upgrades, only Mirkwood OR Rivendell

It is written in the description, Dwarven AI is still buggy :-
U need to upgrade "Dwarven Machinery" in Erebor Gold mine to get Siege Hammers, and "Weapon Fashioning" to get Armor and Forged Blades
make sure you path the game with 2.01 and you must not have other mod installed
You must stand near the building to get an upgrade, when you select a building you will see a circle which marks how close you must be with a unit to get it upgraded

Celeborn originaly had very powerful whirlwind in the beginning, but i had to change it cause Celeborn wasnt that powerful as Feanor3 said. Whirlwind used to damage units but now it only knockback and debuff them

btw you must use Saruman's "Curumo's Skillfullness" on armory to enable Upgrades
Then you are not familiar with the philosophy of my mod and dont understand the purpose of those limitations. Uruks are one of the strongest units in the game, so they must be limited. They are heavy units and are limited to 5. Medium units are limited to 10 and Elite to 3 battalions, while basic units are unlimited.

Isengard is a tricky faction with most complicated gameplay. It is really a struggle with Isengard in early game, but once you get Uruks, it shouldn't be a problem, especially since Wildmen are still trainable even after "Industrialization". But some balancing wont harm...
