I turn down the resolution n graphic.
the game still have the black grey line come out.

you have to increase the graphics, decreasing them makes it even worse
first of all, try increasing the shader quality. if it doesn't work, try increasing something else

BTW I gave up with APB Generals coz my idea was stolen :(
