Build walls, Place ramp/stairs on side, Place floors, rinse/repeat, then tear down the ramp/stairs when finished if they are no longer needed. They'd probably would need to be built on their own seperate walls/floors up along the side of your project like scaffolding. If needed, floors can be built suspended in air without the support of walls, Placing walls or stairs i beleive require a floor to be set underneath it first.
