I made an attempt to build a perfect GDI base of Tech level 10 here's a few screenshots.
If you want it to be perfect, it needs more defences, many more defences.
This base was build without a serious threat, if I was up against a strong opponent I would gradually upgrade the defenses as I came under attack.
