I would recommend, just like you did with the jedi, make trooper, heavy troopers and repeater troopers recruitable separately,maybe basic trooper could cost food only, or food and carbon. Heavy ones would cost nova also and repeater troops would not only cost even more but be slower and/or something else to balance out.
Truly amazing job. However, and I don't want to be pesky, shouldn't the devilfish hover a little higher up? At least while moving? Don't know if you are planing that or not.

May I ask why?
1. Heavy artillery tower.
2. Infantry bunker or outpost of some kind, maybe part of a model.
3. Landing spot for orbital and VTOL aircraft.

I do disagree in that instead of not adding muuch, it would add perhaps too much depth in my opinion.

Overlords would be free of it being floating gas bags. Carriers and battle cruisers could simoly habe obcene amounts or also be free from it.
Fuel (for mechanical) and stamina (for living) for flying units. And the chance of making units like Wraiths move like the Interceptor instead of just hovering.
And on that tonic what about fuel to vehicles and ammo for terrans, like the proposal of Templafreak but instead of regenerating in the units its generated in supply depots and distributed by specialized units.

And I insist repeater troops can be done separately with current assets. Just make it an better armored, slower infantry (recruit or lower speed), more expensive anti-infantry unit available from tech 2. Like the mortar units are anti-mech. It use could be defensive positions or in the battlefield transported to the action.
They could be slower and require a set up (like the siege weapons) for once. Be more of a defensive than offensive unit. Just tossing some ideas.
