mostly i will download a mod if it fits all of these criteria:

1. i own the game it runs on, for me zero hour (LOL)

2a. it has a good concept (E.G. shockwave)
or
2b.it changes the game in a good way (E.G. retarded mod)

3. IT IS EASY TOO INSTALL!!!!! I am pained at the mods that have an incredible concept but is impossible to install unless you are Kevin mitnik (if you think you are more leet than Kevin, please, hack my post to say, "I like cheese")
