Aro denied that there are any gameplay changes. I tested it myself now and the Juggernaut is pinpoint accurate on all kind of buildings. Maybe your installation of the mod was not clean, whatever you played it wasn't UMP.
Tiberian Sun has these horrendous lags with new computers because they are new. There is a patch that to some degree fixes this. Stuffhost.de However you are best off getting yourself the UMP mod and applying the graphic patcher to it if you want to play standard Tiberian Sun and Firestorm as it provides many fixes. You wouldn't know how many problems TS got till you saw their chagelog list. Moddb.com
UMP mod doesn't just fixes bugs it also changes damage stats on some units, for instance the Juggernaut's accuracy has been greatly decreased it can barely hit 4 square buildings thus why I don't play it.
Interesting, this shouldn't be as it isn't in the changelog. Will ask Aro about this, as well about providing a rules.ini without any gameplay relevant changes.

I don't know where to post it, I visit almost every possible site so I thought I put it here maybe someone see this and could be able to help.I have problem with my Tiberian Sun :( it doesn't work for me anymore,but from the start.Year ago I bought new laptop, it's i3 intel core 2.1 win7 Home Premium 64 bit, 4GB RAM , nvidia Geforce 520MX upgraded to intel HD Graphics 3000. My TS was running like a charm, no lag , no glitches no other problems. 2 months ago I had to format my laptop , I downloaded drives for my graphic card from nvidia website, but now when I'm launching TS and game starts it lag like hell while moving cursor around the map, videos are working fine, it only lag while moving cursor. I have no problem with older games like Tiberian Dawn , Red Alert or Dune 2000, I try almost everything but nothing works, If anyone know how to fix it, I would be extremely greatfull for any help. I love Tiberian sun so much and because that lag problem I can't play it :(
