Star Trek has had some amazing kitbashes. The W359 fleet has arguably the most well thought out kitbashes of the entire series.

Don't worry the Romulans are very playable, even though the Federation border may have been closed they certainly had brushes with Klingons.
The problem with STO and this has to do a lot with it's MMO nature is that it threw out any continuity out the window after a whilst.
This makes it very hard as a mod developer to pick what is and is not relevant to that time. For example if were to put in the Miranda do we put in all the subtypes? Same goes for the Galaxy class. It would be a mod in which no one would be happy who like STO because we did not include their favourite ship, or variant. Or why we didn't include the Enterprise J because that's in STO or even the Vengeance. It's a pandoras box that is in my eyes left unopened.
