Yes ArcadePreMan there's an app for this called "Fallout Pip-Boy"

You need to use your phone for this pip-boy edition, there is no computer in it... You can only use iPhone 4/4s, iPhone 5/5s, iPhone 6, Galaxy S3, Galaxy S4 and Galaxy S5 in it.
