But I also assure our supporters/modwatchers that we are still working on the public demo and are aspiring to release a stable build as soon as possible. ;-)
Originally we were hoping for an early 2009 demo release. However, if we cannot recruit a couple of coders to our coding department, the release will be delayed substantially. :-(
But rest assured, we are still working on the mod whenever our time permits... ;-)

You cannot download it, as it is still in development.
The demo is pretty good, however it keeps crashing on my brother's computer, so we cannot play in LAN. I already wrote about the issue in more detail on the Isotx forum, so I would appreciate if the devs helped me out... ;-)
The players will impersonate characters who did not appear in the TV-series. In this way, it will be possible to meet all the familiar faces during the story. ;-)
1. In between the major missions of the mod, the player will have the possibility to explore Enterprise and hunt for Easter eggs. The original concept has called for a fully explorable Enterprise, although our top priority right now is the release of our second internal beta and a teaser demo next year.
2. Some of the vessels will be seen only in cutscenes, others will be boarded during away missions, and others will be controllable - if we can get help from a couple of experienced Source coders, that is... ;-)

Your information is partially correct. :-)
Enterprise: Temporal Cold War is also based on the "Enterprise" TV-series, but apart from the same topic, there is no connection whatsoever between E:TCW (the HL2-mod) and E:NX-01 (this cancelled mod).
To put it simple: Enterprise: Temporal Cold War was and is in no way affiliated with this project. The HL2-mod is made by an entirely different team. ;-)
Well... The models, maps, animations, sounds, music and story all come along nicely.
It is our coding department that could use a little help from a couple of experienced coders... ;-)
I wouldn't say any percentage, because it would just simply not reflect the amount of time probably required to release the first public version.
