but still in reality, I believe there would be at least some desperate people that would take a less morally good way to get resources
basically bandits

But for combine to recruit them as metrocops I dunno, doesnt feel like they would trust them, among other things.

oooor maybe bungie was just lazy and made minor skin changes instead of a whole new model for a vehicle you only use for a short time on one level.

And there is not much art design that looks the same between games, they add/remove/change vehicles, weapons and enemies a lot, so this is probably how they could had looked like in halo wars or maybe halo 3.
