You downloaded 1.016 right? And the installation went OK?
If so then your download was probably interrupted, incomplete or corrupt. Is it viable for you to redownload the mod? If your connection is less than ideal, then do you have a torrent program you can use?

You don't need to make a whole new UCS file, you just need to open up an existing one and then add some additional lines of text preceded by unique numerical keys.
If you've done that and yet the game won't start, then it means you've created a duplicate number/key that's already in use.
I'm assuming the updater is what gives you the 404 error? And you can play regular CoH no worries?

The main problem is that there's no such unit currently in service with the real-life US armed forces. The Army fill that operational gap with armoured vehicles like the Stryker and Bradley, and the Marine Corps has the AAV and LAV (which are even less armoured).
Some vehicles (like the M1129) may receive cupola MGs in the future, but at the moment little additions like that aren't really a priority. We'll see I guess. :)
At least it's nice to have that kind of interest in the mod, which is something we never take for granted. It'd be so much worse if nobody gave a **** at all. :)
It's only ever irritating when people think that the only thing limiting us from creating a game of Rome II proportions is our collective imagination. -_-
Many SCAR, LUA and RGD files have their own text references, all of which point to unique keys in the mod's UCS files.
Cost and pop are different; they're retrieved (and then added together) from a squad's substituent EBPS files. Namely the EBPS cost and population extensions respectively.
If you only want to change the unit's production UI text (excluding its various icons, entity/reinforce/ability/upgrade text, etc), then all you need to do is:
a) open up the ModernCombat UCS file (pick the language you use) and then create new keys.
b) go to the unit's SBPS UI extension and assign it the new keys you just created.

In all seriousness though, we just don't have the manpower or time for that kind of expansion. It's taken us this long just to get the existing 2.5 factions in-game.

There will probably be incompatibility errors with others online, and many of your modified files will probably be overwritten. I suggest you back up your custom files and update a clean install of MC.
It's essentially finished, just need DB to sort a few final problems and then pack it.
I will say that there are plenty of fixes you might be expecting, as well as a few experimental changes that people may or may not like. But no PLAMC just yet. :P
Try putting the unpacked files into "ModernCombat\Data\scenarios\mp".
Or if it's an SGA, try "ModernCombat\Maps"
It's not ideal, I agree, but we don't have many other options.
We can't do what EF did and simply substitute in Chinese voice files, because Relic didn't record any. We can't make our own as we lack the manpower, facilities and specialist skill required. We won't remove voices entirely, as that would deprive players of a lot of vital battlefield feedback (besides, people can do it themselves via the options menu).
The original CoH will let you play as The US Marine Corps (or the future PLA Marine Corps).
Opposing Fronts will let you play as The US Army or PLA Ground Force.
Tales of Valour will let you play as all four.
The singleplayer mission should work with any CoH version (although it's currently bugged and you'll need to wait for the next patch for it to be fixed). Hope this helps.
Bit weird, but it sounds like it found your CoH folder alright. After installation, you should see a "ModernCombat" folder and .module files inside.
We considered civilians for SP, and although we didn't really decide on anything, I think general consensus was that it would require too much extra work to create model and skin variations, and that they still wouldn't look right anyway (no women, children, fat people, etc).
However time will tell, I'd hope we can incorporate civilians somehow.

Should be able to, just make sure you input the right directory (your non-Steam CoH root folder) when installing.
Reward doctrines are an interesting concept, but they'd be a lot of work. Even giving the USMC unique doctrinal stuff (like M1A1s, Super Cobras, MARSOC, SEALs, etc) is taking a while.

BSS isn't a dev group, it just a forum where different groups can collaborate. We haven't actually had any direct involvement in the development of PT and aren't with BSS anymore either (since the crash).
Uccido may have put it on hold or dropped it altogether, I don't know. Maybe if you PM him you'll get a reply?
